Miami Mayor Francis Suarez spent months struggling to get the campaign donations, attention and support he needed to keep his long-shot quest for the Republican presidential nomination alive.
That ended Tuesday, when Suarez announced he would be suspending his campaign, making him the first Republican to drop out of a nomination contest that is both crowded and heavily favoring former President Donald Trump.
“While I have decided to suspend my campaign for President, my commitment to making this a better nation for every American remains," Suarez said in a statement.
“I look forward to keeping in touch with the other Republican presidential candidates and doing what I can to make sure our party puts forward a strong nominee who can inspire and unify the country, renew Americans’ trust in our institutions and in each other, and win.”
Suarez did not offer his endorsement to any of the remaining candidates.
Suarez failed to make the debate stage in Milwaukee, despite having reached, he claimed, the threshold for 40,000 individual donors. In his quest to get more donations, Suarez offered people a chance to get front-row seats to see legendary Argentine soccer player Lionel Messi in his first game playing for Inter Miami.
But with dismal polling numbers – the last three major surveys had Suarez with zero support of GOP primary voters – Suarez did not qualify for the debate stage. While campaigning in New Hampshire weeks ago, Suarez said that candidates who did not meet the thresholds for the Milwaukee debate should drop out.
As the only Hispanic in the GOP presidential race, Suarez – the 45-year-old son of Miami's first Cuban-born mayor – at first appeared to be someone who could build on the party's inroads among Latino voters. Exit polls show that Hispanics – especially in Republican Florida – are moving more toward the GOP, although Democrats still hold a commanding lead among the voter group nationally and in battleground states like Arizona and Colorado.
Suarez was also an early proponent of vaccinations for COVID-19. He has clashed with his state's GOP governor, Ron DeSantis, criticizing his foe for the GOP presidential nomination for the expansion of the "don’t say gay" law in schools and the handling of the slavery curriculum in classrooms.
Nor has Suarez been a reliable enemy of President Joe Biden. At an event at the White House in early 2021, Suarez said he spoke with the president about the pandemic and climate change, adding that he had more communication with the Democratic president than with Trump, when he was president.
"I've spoken to the president and vice president more times in the short period that they have been in office than I had spoken to the prior administration entirely," Suarez said at the time. "To me, that's an intentional desire on their part to really plug in with the mayors."
In the months he has been campaigning, however, Suarez – who did not support Trump in 2016 or 2020 – has shied away from criticizing the GOP's front-runner. In June, Suarez hinted he would pardon Trump, saying the tool is useful for presidents to “heal the country.”
。    가스관 매설 예정지가 사유지, 기업지분 얽혀 실소유주 모호                   부산진구 부전동 450-5 일대. 부전초 후문이 인접해있어 학생들의 통학로로도 사용되고 있다. 강지원 기자- 수십년간 공용도로로 쓰였는데- 부산도시가스 “지주 동의 필수”부산 한복판인 부산진구 부전동 주민이 도시가스가 공급되지 않아 불편함을 호소하고 있다. 사유지인 관 매설 예정 부지의 실소유권이 불분명해 공사가 보류됐기 때문인데, 관련 법안이 발의됐지만 상임위에 회부된 후 감감무소식이다.부산의 중심가인 롯데백화점 부산본점 일대 부전초 인근의 20여 가구는 도시가스가 공급되지 않아 2024년부터 관 설치를 추진했다. 그러나 배관을 위한 도로 굴착 허가를 받지 못하면서 2년 가까이 공사가 진행되지 않고 있다. 주민은 사비를 들여 내부 관과 가스보일러를 설치했다가 기름보일러를 재설치하기도 했다.원인은 가스관 매설 예정 부지인 부전동 450-5 일대가 사유지로 남아 있기 때문이다. 해당 부지는 대림산업과 한일합섬이 지분을 나눠 신탁사를 통해 관리해 왔지만, 1997년 당시 한일합섬이 도산하면서 상황이 꼬였다. 이후 양사의 기업분할과 합병이 이어지며 현재는 실소유주 확인도 사실상 불가능한 상태가 됐다. 주민이 제기한 부지 사용권 확인 소송 역시 후신 기업들의 분할·합병계획서 제출이 지연되며 장기화되고 있다.해당 부지는 도로 표면에 어린이보호구역을 표시하는 포장이 깔리고 차량이 지나다니는 등 이미 수십 년간 공용 도로로 쓰였고, 소유주 측의 사용수익권 주장도 없었다. 그럼에도 부산도시가스 측은 실소유주의 동의가 필요하다는 입장이다. 사유지 무단 매설에 따른 추후 배관 철거 소송이나 손해배상 청구 등 법적 리스크를 피하기 위해 규정상 실소유주의 완벽한 동의가 필요하다는 이유에서다.관할 지자체인 부산진구는 “도시가스 설치는 부산도시가스가 담당하는 일”이라며 사실상 뒷짐을 지고 있다. 주민이 요구하는 토지 수용도 형평성과 비용 문제를 들어 어렵다는 입장이다. 김영욱 부산진구청장은 “관내 다른 지역과의 형평성 문제와 재정 예산의 한계로 해당 부지만 별도로 매입하는 것은 어렵다”며 “소유자와 협의를 해나가겠다”고 말했다.이에 도시가스 인허가 절차를 개선하고 공익성을 우선시한 제도적 해법이 시급하다는 지적이 나온다. 국회에서는 김미애(해운대을) 의원이 공익성이 인정되는 도시가스 공급시설의 설치공사 또는 변경공사를 위해 필요한 경우 토지의 사용·수용이 가능하게 하는 내용의 도시가스사업법 개정안을 지난 4월 대표발의했지만 상임위에 회부된 후 계류 상태다. 부산시의회 김재운(부산진3) 운영위원장은 “신탁사의 동의만으로도 사업을 진행할 수 있도록 시와 협의에 나설 것”이라고 말했다.。
